我国低碳社区发展历史、特点与未来工作重点

摘要: 碳达峰、碳中和是我国未来社会经济发展的重大战略,实现“双碳”战略目标,不仅需要从国家层面制定碳达峰、碳中和行动纲领,更需要全社会公众的积极参与,而低碳社区建设就是公众参与、发展低碳生活、实现碳中和目标的重要举措。本文回顾了低碳社区的概念演变和发展历史,分析了低碳社区的发展特点。在此基础上,重点讨论了我国低碳社区发展所面临的问题,一是规划建设缺乏细节指导,推广实施难度较大;二是建设过程缺少评估、社区维护缺少监督;三是社区居民集体互动行为较少,居民行为准则缺乏。最后,结合我国“双碳”战略目标发展需求,从政府和公众参与两个角度分析了我国低碳社区未来发展方向和工作重点:(1)亟需建立政府主导下公众积极参与的低碳社区发展模式,有序推进我国低碳社区建设和发展;(2)亟需定量评估低碳社区建设的碳中和潜力及其在我国碳中和的贡献,增强公众参与低碳社区建设的获得感。

Abstract: Carbon peak and carbon neutrality are important strategies for China’s future socioeconomic development. To achieve the goal of “dual-carbon” strategy, a national-level action plan is needed, as well as strong public participation. Developing a low-carbon community is an important strategy for public participation, materializing low-carbon economy and carbon neutrality. Here, we review the development of low-carbon community concept and analyze the characteristics of low-carbon communities. We examined the problems in low-carbon community deve-lopment in China, including the lack of detailed guidance in planning and construction, the lack of evaluation and supervision in community maintenance, and the lack of detailed guidance for public participation and behaviors in the collective action. Finally, we discussed the challenges and areas for future low-carbon community development in China from the perspectives of both government and public participation in order to achieve the “dual-carbon” strategy. We believe that the following two major areas should be focused during building low-carbon communities: to establish a low-carbon community development model under the government guidance and to quantitatively evaluate the carbon neutrality potential of low-carbon community construction and its contribution in carbon neutrality, thus to enhance the public’s sense of gaining in participating in the construction of low-carbon communities.
