Abstract: According to the investigation data, the author indicated that if the characteristics of the energy and matter flows of agro-ecosystem were not considered and necessary additional energy and matter were not added, the productivity would be decreased gradually, which would destroy the ecosystem in an all-round way. Therefore, in steppe regions not posscsing grounds for establishing agro-ecosystem, reclamation work should not be proceeded, as for the reclaimed sections, they should be returned to a fine steppe ecosystem as quickly as possible.
