“双碳”目标视角下的国土空间生态修复:内涵特征与实现路径

摘要: 国土空间生态修复是统筹生态安全与低碳发展的重要实现路径,其与“双碳”目标的协同机制对优化国土空间治理路径具有关键意义。本文系统解析了国土空间生态修复的内涵特征及与“双碳”目标的互馈逻辑,从目标交叠性、系统交错性与动态交互性3个维度揭示了两者的耦合关系。“双碳”目标通过碳配额约束与碳市场激励双重机制驱动修复工程低碳化转型,国土空间生态修复通过优化碳循环路径、改善碳用地结构及重构碳价值体系,显著增强区域固碳增汇能力。本文提出构建“时—空”联动的规划管控体系、“前—后”衔接的工程实施体系及“内—外”协同的碳汇支撑体系,对深化陆海碳通量传递、城乡梯度碳代谢等跨系统机制研究提出了展望,推动国土空间生态修复从理论到实践的全链条贯通,为“双碳”目标实现提供科学支撑。

Abstract: Territorial ecological restoration is an important way to achieve the coordinated ecological security and low-carbon development. The synergistic mechanism with the carbon peaking and carbon neutrality goals is of key significance to the optimization of territorial space governance path. We systematically analyzed the essential features of ecological restoration of territorial space and the feedback logic with the carbon peaking and carbon neutrality goals. It unraveled the coupling relationship from the three dimensions of goals overlap, system intertwining and dynamic interaction. It also revealed that the carbon peaking and carbon neutrality goals drive the lowcarbon transformation of ecological restoration projects through the dual mechanisms of carbon quota constraints and carbon market incentives. Meanwhile, the territorial ecological restoration remarkably enhanced the regional carbon sequestration and sink capacity by optimizing carbon cycle path, improving the carbon land structure and reconstructing the carbon value system. Based on such understanding, we proposed to build a planning and control system with “time-space” linkage, an engineering implementation system with “early-late” connection, and a carbon sink support system with “internal-external” coordination. This work puts forward prospects for deepening the research on cross-system mechanisms such as land-sea carbon flux transmission and urban-rural gradient carbon metabolism. It also promotes the full chain connection of territorial ecological restoration from theory to practice, providing scientific support for the realization of the carbon peaking and carbon neutrality goals.
