Abstract: Based on three years of scientific observation, qualitative and quantitative investigation and monitoration of the destruction by pollution in the Xiaoqing river, using the principle of ecological economics, aseries of constructure systems of ecological destruction levels, index systems and mathematical models was constructed, ecological loss was thus converted to economic loss, and strategic measures in ecological construction were produced.
