Abstract: Changshu city of Jiangsu province lies in the delta of Yangtze river. It is an example of economically developed regions. Accompanying the rapid development of rural economy and the continuous increase of peasants’ non-agricultural economic income, a series of new problems in agricultural production have emerged. Counter-measures are given in this paper for solving the stagnation and accelerating the development of agriculture.
