Abstract: This paper discusses the application of ecological viewpoints in urban programming.It's con-sidered that in programming,potentialities of regional environmental conditions must be fullyconsidered to harmonize the programming factors and ecological conditions and properly treatthe relationships between human beings and environment,nature and society,production and daily life,and those among various departments in various levels.Based on these,the scalesof cities and their functional divisions can be determined and various measures for improvingurban ecological environment can be adopted.
